If I was POTUS, I would force the sender of every financial wire to Mexico to produce a valid, immediately verifiable Social Security number or Green Card before any funds could be transferred. If they cannot produce such valid identification documentation, then, if they still wanted to transfer the funds, the wire facilitator would be required to withhold 50% of the funds transfer and immediately remit such withholdings to the United States Treasury. It would then be the sender's responsibility to contact the U.S. Treasury and prove beyond a shadow of any doubt that they are inside the United States legally and should receive a refund of such withholdings. Otherwise, the federal government keeps the money.

If any currencies amounting to more than $1,000 are discovered at border checkpoints moving from the U.S. to Mexico, any such excess currencies would be confiscated by the federal government. Again, if the owners want it back, it would be their responsibility to prove beyond a shadow of any doubt that they are either a U.S. citizen or a valid Green Card holder.

Mexico would be on its knees within a few months.
