I don't claim to have the answer. But I suspect that 25% is closer to it than 7% is.
I FIND IT INCREDIBLY ODD THAT "THEY" DON'T TELL US HOW MANY PEOPLE ARE FURLOUGHED AND HOW MANY PEOPLE ARE "TECHNICALLY" FURLOUGHED BEC/ EVEN THOUGH THEY ARE WORKING, THEY ARE NOT GETTING PAID. WHAT IS THE BIG SECRET?

There are some federal staff who are furloughed and supposedly will not be paid. There are others who are working but not being paid UNTIL THE "SHUTDOWN" IS OVER. There are others who are working and being paid but only because President Trump found a little extra money with which to pay them. If the shutdown goes on much longer, they'll fall into the "not being paid until [later]" category.

What I can say is that Homeland Security alone says it is furloughing 202,000 of its staff. That alone is more than 7% of the federal workforce.
AND WITHOUT A WALL, WE NEED HOMELAND SECURITY MORE THAN ANY OTHER DEPT, IMO.
LAY OFF CONGRESS - THEY DON'T DO SHID.
