The furloughs at Homeland Security alone are greater than the "7% total furloughed" figure Nemo heard. Perhaps what was said was along the lines of "7% of federal workers are not working right now" (since many more are working but not receiving pay for it until later.) Or something like that.

About 850,000 employees work at agencies subject to shutdown; about 41 percent of those employees would be subject to furloughs.

Many federal employees deemed critical will remain on the job but won’t be paid until the shutdown ends. That will include 41,000 federal law enforcement and correctional officers and up to 88 percent of Department of Homeland Security employees, including 50,000 TSA agents, according to data compiled by Senate Democrats.

The site goes on to list agencies where staff will be furloughed without pay. I added up the number of people in this category and, if I didn't make a mistake, it comes to roughly 150,000.
