Then on Tuesday — the same day the Trump administration announced they will not shut down the government over border wall funding — the government announces $10.6 billion in aid to Central America and another $4.8 billion to Mexico.

Looks like this was announced on Nov. 4th.
You have to go through Congress to get that kind of cashola.
