Kathy,
I believe the ACT tests have been around for a while.
And the SAT tests.

Both are supposed to give an indication as to how
'college ready' the kid is.

But we got colleges waiving the minimum scores for
certain minorities so they can 'go to college' . . .
Where they are woefully under-prepared to get a good
education . . . And so the colleges water down the
curricula because it would be racist to flunk the
under-educated 'students' out.

Teach for the test!

These tests are created by politicians, who have never been in a classroom. They are forced upon the school system/s (generally) by the state or the feds (oh, spare me) and the kids are not learning anything.

They are too busy studying for (yet) another test.
