quite agree. When there are literally millions of properties all along aras that are prone to flooding, why would anyone be insuring them? They are never going to make a dollar, and the premiums most people will not be able to afford.

...if I was an insurance company or the gubmint and somehow I got myself in the business of replacing property that has been destroyed in floods over and over again I would not be insuring or rebuilding them in the same place. I would also not insure houses built across railroad tracks for the same reason.
