Yeah, but then the homeowners should be able to charge the city for adding to its water inventory that it, in turn, sells back to the homeowners. So, if that city charges homeowners $5 per 1,000 gallons of water, then the homeowners should get a credit of $4.99 per 1,000 gallons for the water flowing from their property. Right?
