Yeah, but then the homeowners should be able to charge the city for adding to its water inventory that it, in turn, sells back to the homeowners. So, if that city charges homeowners $5 per 1,000 gallons of water, then the homeowners should get a credit of $4.99 per 1,000 gallons for the water flowing from their property. Right?

...somewhere out there in liberal land there was a municipality figuring out how much water ran off your property when it rained (by way of area) and then charging you for it cause it runs down the sewers.
