Non residency.

Up here, folks only get full library privileges if they live in the community served by the library. Since I live in a small town, I can't check books out of the larger city library. That makes sense. My taxes don't help to fund that library.

Virginia was far nicer in that respect. Its town libraries have reciprocity agreements with one another allowing residents of one town to check books out of another town's library. I wish they did that here...
