If one were to read the United States Constitution,
and look upon it as a 'job description' for the federal
government, I suspect one would have to come to the
conclusion that the federal doing anything at all
concerning elementary education is Un-Constitutional.
I mean, really now, is there anything in the Constitution
saying that the federal is responsible for seeing that
everyone in America can read and write?

is NOT the responsibility of the federal government.
It IS the responsibility of local governments and the
childrens parents.
