a. "... either killed ..." - Yeah, dumbass ... killed by criminals who are charter members of your "communities of color" and who are richly deserving of INCARCERATION.
b. "... or incarcerated." - No, they aren't "missing," jackass ... the City of Philadelphia and the State of Pennsylvania know EXACTLY where they are ... they are in jail ... WHERE THEY MOST DESERVEDLY BELONG.
