On water pipes underneath one's house say in a crawl space I recommend wrapping them with a sleeve of pipe insulation.
Attic insulation is always better if you have LOTS of it like over 15 inches.
Windows and doors.
Here is an example of what I did.
I replaced all my windows over the space of about 4 years. I replaced only what I could pay for in cash without getting into my investments.
I researched replacement windows for six months before choosing what I was going to put into my home.
Being an engineer, I am ANAL to the max about statistics and standardized tests to verify and compare one window against another with the same criterion. Like WIND seepage through the windows.
Don't buy the hype from Pella. Wen installing them, not all window installers do it correctly. NEVER use fiberglass insulation around the window frame.
Use the gray colored slow expanding dense foaming insulation out of a can. This will completely seal your window frames from air going around them much better than any fiberglass.
Also, use a SUPER SPACER in between the multiple panes of glass with inert gas in between the panes as well.
Two panes are good. Three is better.
DOOR SYSTEMS. Yes. Systems. Don't just buy any old entry door. Cheap doors are just that. Cheap.
Look at Pro Via entry door systems because when you do that, you will not have ANY air coming through your front door opening period.
Also, you will never have to worry about the brick mold or door frame rotting. WHY? Because their system wraps those items completely in ALUMINUM and prevents water or snow or ice from getting to them.
Makes for a nice clean surface and appearance also...
I have ZERO air penetration from my windows or doors due to this. Literally.
Of course, make sure your walls are insulated well also. And that your attic is well ventilated do air moves through it in summer and winter.
It will make your roof last longer over the years.
