Yeah, that's what he should do. But you know what? Talking about it in a manner that suggests to the public that he thinks the President might give him an unlawful order to use nukes undermines the Commander in Chief and is grounds for dismissal.
I should really look at what he actually said - because headlines have been known to lie. If he said what the headline suggests, then he needs to shut his yap and resign.
