Problems arose when companies were allowed to siphon off pension fund profits in good times. Legally! What a loop hole. But there's no excuse now for pension funds to be underwater, other than mismanagement.
A really good investigative study would be to find out WHERE all these pensions located at? BLUE STATES is mostly suspect..... Nothing more than a backdoor strategy..
