Hear you on the electronics, but my car is easy to open manually from the inside. But it's a 2004, maybe that's still old enough. Maybe his door was blocked or, as you say, their security today could get ya. Terrible thing. Motto, open the window when you go into a flood, just in case.

My father used to tell me keep your foot lightly on the brake while pressing down on the gas to prevent the water from going up the exhaust pipe and stalling you out. Don't know if that applies to cars today, but I used it recently. Last time I came back from DC, I drove into a huge storm system. The exit onto 95 from the parkway was flooded and there was a car stuck in the road on the other side. I went through on the shallow side with my wheels pretty close to the curb and made it through fine. Absolutely no choice but to go through it. Backed up for hours getting to that exit. I left at 5, or was it 6 and got home at 2:30 in the morning. What a bummer, very intense driving after full day of conferences. I was wide awake, which surprised me, since I have been known to stop for short catnaps other times.

When's the last time you've seen a crank for rolling a window down. I prefer them - much cheaper to maintain, and they don't break down for years and years. Add to that - electric door locks - with impossible to grip knobs for manually unlocking from the inside - yeah, make 'em coat hanger proof - impossible to grip when slippery.

Driving thru 3-4' of water is no problem in a decent size car, as long as ya keep moving. Only problem is - what happens when ya hit a 2-3' dip in the road. Running water not the problem in Houston - depth of the water is. I used to help folks out from a local underpass down there with my 65' Plymouth Fury whenever the flooding happened. Was about a mile from the house down there. Always grateful - never charged a dime, or accepted any offers. Used to piss the bejeebers outta the local tow-truck rip-off artists.

You can see the underpass on google-earth - Aldine Mail Route and Eastex Fwy (Hwy 59) ... if so inclined. Doesn't look like much of a problem - but the water'd get about 4' deep there.
