...could it be that the folks are actually renters and not homeowners and that they don't have renters insurance? That is what the situation was in New Orleans or so I heard.

Nationally, repeat federal flood relief payouts averaged about $3,000 per square mile. But in greater Houston, the payouts were nearly a whopping $500,000 per square mile.
