I'm pretty sure that Congress controls the purse strings, not President Trump.
However, Obamacare as it currently exists is not financially viable. The President may be in a position to veto any legislation that modifies Obamacare.
Not that I think he would. I remain certain that Donald Trump is a liberal PRETENDING to be a conservative. He has some conservative views. He has some very liberal views. And he has a whole lot of views that change depending on the prevailing wind direction.
