Yeah, I think the federal government should immediately institute a minimum 25% (I would like 33.33% even better!) backup withholding on all money transfers from the U.S. to Mexico. If the sender wants his withholdings back, he can show proof of legal residency in the U.S. and that he is paying payroll and income taxes on all of his U.S. earnings. The sender gets a year to produce such proof and get his withholdings back, and on the 366th day without proving his case, those funds get spent on The Wall.

Moreover, 60.7 percent of Latino households . . . have virtually no savings and are considered “liquid asset poor,” compared to 28.2 percent of white households fitting that category.

It is hard to build up any assets when you are sending everything you earn back to family in Mexico.
