There are no guarantees. But those who carry firearms legally are overwhelmingly a responsible lot. There's no reason to think teachers will be any different.
Just so you know, the Pennsylvania law permits of limited number of highly trained individuals to carry weapons. Not everyone is going to do it. Not everyone would want to.
You probably can't remember the last time there was a school shooting in Utah. There's a reason for that.
