In the case of Iran, they want to take out the US, not just a city. The MB and, arguably, the Sunni, would rather take us from within.
The Russians and Chinese would also like to take us out, but would probably use proxies like NK.
All the oil states are candidates, too, I'd say. They blame us for the low price of oil.
On a side note, the MB/Palestinians are trying to drive a wedge in America using the racist argument and blaming the whole war against the West on Israel. It's bunk, but they are working with the Left to bring America down to install their Socialist 'utopia' of the impoverished.
