Linda - I caught it in the initial reports about the supposed reasons that the 'big four' essentially declared war on Qatar. There was a 'black web site' that supposedly posted the reward, and said 'black site' said the reward was put up by the Emir of Qatar.
In the initial reports, Quatar blamed 'hacking' (can't remember whom they accused of hacking - by Russians would not make sense.) for the supposed bounty. It is pretty far fetched that Qatar would be involved in anything like that - despite their friendship with Iran and Syria - they are still host to one of our largest Military Bases in the Mid East - and thus, should be considered allies, imo.
