Linda - Yes, it should go to the AG - in particular, the Inspector General of the AG in DC.
To be frank, I almost sent it to them- but for several reasons, have a complete and total aversion to contact with ANY LE agency. Hiring an atty to protect myself against possible backlash (and yes, it happens routinely) is just too durn expensive.
That said: If you wish to submit that letter to the IG (and take credit/blame for writing it) - you are certainly encouraged to do so. It really is the appropriate place for it to be sent.
You would be far less likely than I to receive any backlash.
