I wouldn't term it 'going off' - but certainly a no-holds barred nailing to the cross in a calm and reasoned manner (going off on somebody implies losing all calm and reason.)
Enjoyed that clip immensely, and I am not a big Hannity fan. He certainly did an excellent job of laying it out.
