Really.
I don't think so.
Who was ever on Mars to develop nukes in the first place?

I suspect the truth is more likely along the lines of
'because Mars has less gravity than Earth it would
have a harder time holding on to enough atmosphere'.

And then even if there are aliens capable of
interstellar travel . . . What might have been
on Mars to make it worth nuking?

My first reaction was after, "NO!" was, yawn, we all know the Russians must have an enemy to deflect attention from their failed government and justify military expenditures. The Chinese, too. It seems to be a universal truth.

Then, I recalled an article saying the Russians were building huge underground command centers.

MT's article mentions MAD's still a deterrence. Well, some scientists apparently believe Mars atmosphere was destroyed by two very large nukes. Something about an element that doesn't occur naturally in nature... This is from Ancient Aliens or one of those shows, I think, so I wouldn't bet my life on it. But it's intriguing and one might say, the ultimate deterrent.
