Remember the 'Contract with America' ?

I do.

Few things in history have been ret-commed and lied about as much as that of Newt. What you just presented does not line up with the actual results of Newt's (and others) major work in a very hostile environment - That of Wee Willie Wanker - pressydent 'depends on the meaning of 'is'.

Your source may be good and unbiased research, but I no longer trust 50% of what I read, and don't believe the remainder. And if it is based on govmint stats, editorial decisions about what 'earmarks' are, AI analysis, etc .... well the aforementioned 'trust level' moves even further left in deep negative territory.

It really can't be argued that Newt and his coalition, did FAR more to cut guvmint waste in our lifetimes. That is irrefutable history - no matter who attempts to crunch the numbers.

There are three types of liars; damn liers, gd liars, and then statisticians.

I like the Monroe ref, but prefer the Daniel Boone story about guv-mint spending - you know the one about 'the widow'.

All About Earmarks: A Brief History - Citizens Against Government Waste
As a result of this shift in policy that turned earmarks into political currency, the cost of earmarks under Speaker Gingrich's leadership jumped from $7.8 billion in fiscal year (FY) 1994 to $13.2 billion in FY 1998, with the peak under his leadership coming in FY 1997 at $14.5 billion.

2022
In January 2021, legislators returned earmarks after a decade-long moratorium. While members of Congress cite the legislative branch's power of the purse as justification, the Founding Fathers opposed the practice. President James Monroe said in 1822 that federal money should be limited “to great national works only, since if it were unlimited it would be liable to abuse and might be productive of evil."

His prescient words became a reality after high-profile boondoggles and an explosion of earmarks that culminated in a record $29 billion in 2006 and led to jail terms for several members of Congress. Earmarks are now back, driving up spending and presenting opportunities for corruption and influence peddling. The time has come to ban the practice outright.
