A Big, Intrusive, Tyrannical Government (BInTyGo!) doesn't need to publicly set up a new bureaucracy to do any of those things, so that's somewhat bogus.
I didn't like the implementation of DHS, but he wasn't bad for a Dim (and didn't sweat much for a fat girl).
If you like a Big, Intrusive, Tyrannical Government that spies on you, controls your travel, and approves/disapproves most aspects of your everyday life. Then, you can thank Joe Lieberman. He was a main player in the formation of the Department of Homeland Security.
