I don't think Trump could disband the FBI. But I believe he could replace all the top people with folks who would investigate and hold the rest accountable to 'Rule of Law' thereby removing the rats.
I don't know if he can disband it. but he probably could reduce its size by a reduction in force (RIF). It should be disbanded & broken up into a couple of different groups with better defined charters.
