As I said, dim bulbs like clo and Cactus Flower spend their time "tee hee hee"ing over things they do not comprehend.
I was able to find it, but I probably took a different tack than you did. I didn't try to find an ARTICLE. Who writes articles about rakes? And even in the unlikely event that someone in the Press did their job and determined that the President was right about firefighting and forest management rakes, search engines would bury the story.
I could link you to all sorts of things including the USDA's specifications for raking but I don't see the point in posting more than two. Do searches (with DuckDuckGo) on the terms you're seeing and you'll find others.
Rakes are used in actively fighting wildfires, in trail management (to clear brush away, creating impasses that keep small fires from spreading), and for control of backfires.
