Most presidents realise they are the head of a machine in which thousands of people can take decisions in their domain.
With Trump, only one person can really do or say anything. The only kind of activity he enables among his subordinates is destructive. And whatever things he decides, he may undecide the next day.
This isn't government. It's a do-nothing-but-damage presidency.
