No, ZZ.
The article said the exact opposite.
What it said was that Washington D.C. passed a law
claiming what you appear to want . . .
And the Supreme Court struck down that law as
Un-Constitutional. On the grounds that people do have
a right to own fire-arms.

The word 'unloaded' was from the D.C. law. Stricken down.

By the way, from a Constitutional standpoint no Judge
has any right to 'create law'.

Nor should they.
(Care to try explaining why they should?)
