It was mentioned on one of news shows that Comey was in L.A. attending a conference for FBI personnel, when the people running the conference flashed a "BREAKING NEWS" item from one of the cable news channels on the screen behind Comey as he was speaking. There is some conflict in this in that another report says that he was sitting in the audience when the message was seen on the screens in the ball room.
As for Schiller, yes, he hand delivered it to Comey's office in Washington.
