It looks like this is all going back to Comey's recommendation that there were to be no charges recommended against Hillary Clinton. But they also seem to be saying that he improperly denigrated Hillary by suggesting that her behavior was inappropriate and ill advised.
Trump needs to have an ironclad reason or it will be seen as an attempt to scuttle the FBI investigations into the Trump/Russian ties. For all of Comey's faults, dereliction of duty was NOT one of them.
