It's the ability to balance more than one thought.

The process of law offers rules and exceptions. But these guys can only get as far as rules.

Stephen Miller isn't an attorney. He doesn't have a law degree. And yet he thinks he is an authority on the law.

Actually, he's at about the level of a boring and inflexible message board poster in his understanding. Sad!

These are the sorts of guys taking decisions at the White House.
