Whoops. The Senate can and will filibuster because apparently at least two senators have a clue about economics.

"Border security yes, tariffs no. Mexico is 3rd largest trading partner. Any tariff we can levy they can levy. Huge barrier to econ growth," Sen. Lindsey Graham (R-S.C.) tweeted.

Graham then took a lighter approach: "Simply put, any policy proposal which drives up costs of Corona, tequila, or margaritas is a big-time bad idea. Mucho Sad," he wrote.

Oh. He's starting with a trade war. http://www.bbc.com/news/world-us-canada-38764079 Can the Dems in the Senate filibuster this sort of legislation? If they cannot. Let's see. I wonder what Mexico will do. Tariffs on US goods, perhaps?
