What is US Congress for?

It kinda seems that Mitch McConnell's effort to make government via Congress impossible (starting with Obama) has changed the process of government forever in the US. It seems like most things are now done by executive order.

So I wonder, what is Congress for? It doesn't seem like it has a major role in the law-making process any more.

In a parliamentary system, the executive can only operate via a complex decision-making machinery. In the US system, it's mostly irrelevant.
