If a document has already been deemed to be "public-facing" how can you demand that it NOT be provided to a citizen, or his representative, be it a member of the press or his congressman?
My professional career spanned better than 49 years during which we had to continuously deal with several levels of confidentiality with respect to what we could share with a customer or prospect. One of the those designations was "Customer-Facing". Any document/file identified as such could be shared with anyone by any employee without the need for permission or even informing management that we had done so. To do otherwise would be untenable in terms of being able to conduct business in an effective and cost-effective manner, to say nothing of being proper and ethical.
