This might explain why we see things differently. It's more plausible that there's insider information floating around if there's a tempest-generating insider in the conversation. The article said he himself was claiming to be the tipster.

There's an insider tipster and a beneficiary investor. It's not so far-fetched.

You are leaping to the conclusion that Rep. Chris Collins is an insider. Collins appears to be a blow hard rather than an insider. His investments are an odd menagerie of companies. He represents an area somewhere around Buffalo NY. I have no idea how he became aware of an Australian biotech penny stock. I doubt he is an insider. More likely just a blow hard causing a tempest in a teapot.
