A Justice Department source tells NBC News a decision could come as soon as Wednesday for Manning, a former Army intelligence analyst sentenced to 35 years in prison for swiping 700,000 military files and diplomatic cables and giving them to WikiLeaks. Manning, a transgender woman formerly known as Bradley, delivered an apology to the nation before she was sentenced. A recording of that statement has been broadcast for the first time by NBC News
