looks like he wants to renegotiate relations with china. so he is befriending russia while trying to push the chinese into being less adversarial in asia.

it's a strategy rather than a random walk, at least.

is it a good idea? probably not. republicans have screwed up foreign policy for a long time. commerce rather than confrontation has gradually converted china from an enemy into a semi-cooperative nation. but greater wealth has also unleashed corruption and chinese ambition. which in turn causes fear amongst its neighbours.

on the other hand, i think obama's bluff was called by putin, and the middle-east he leaves behind is a mess. the usa needs to reestablish its power credentials somehow and maybe this is how they hope to do it.
