You are avoiding the point. Every county and city in the entire USA would demand the same option. There's no USA to stay with if you do that. It's just a mass of city states and rural wildernesses.
The state scale remains appropriate. California has a government. The people of Califoria will want to make their decision as a state through a normal proposition. Majority wins.
To clarify, counties choosing to stay should have the option of forming a new state based on criteria like population, area, etc. Or joining a contiguous state.
