people can be out of their depth in a position, really good at at their official duties, effective in the administration of those duties, but get swept up and into a narrative that puts them in a place where they starts screwing up (real or imagined).

Exhibit A might be James Earl Carter.

In September 2013, Comey was appointed Director of the FBI by President Barack Obama.

I think he's an honest man, a boy scout type.

He got over his skis when he gave his opinions back in July. He should've offered a written statement saying she wasn't guilty, period.
Some colleagues weren't happy with his finding & have put pressure on him.
Now, he's neutered. He can't lead the FBI after this.
He's got a ten year term, he'd have to offer his resignation.
