They've served their time and have finished their paroles so according to state law they can petition the Governor to have their franchise restored. The Republican controlled legislature tried to prevent the governor from doing his constitutional duty until at least after the election. The courts sided with the governor. It's all legal and in accordance with Virginia state law.

...republicans did nothing to keep em from voting. They lost that right when they committed felonies. Free and open elections precludes criminals voting. It should also preclude them from running for office, but then there would be no democrat party.
