That's what they were told by the intelligence assholes.

And it makes no difference, because Stevens was warned and went anyway, and the military was not anywhere where it could help. It could be Trump's sex videos, no one gives a shit. It happened, and Stevens got caught in it. He went there knowing the dangers.
