From the videos which HAVE been released, it appears that Mr. Scott did NOT get out of his vehicle until AFTER the police had already surrounded it and had their guns drawn. And even if he did have a gun, since North Carolina is an 'open carry' state, I again ask, what was the probable cause for them to approach his pick-up with guns drawn in the first place?
