Correct, that's why Westchester lags behind by a lot.

Besides, the farm county and the towns in Duchess are way beyond anything south of it. Not even close. The Taconic parkway north of 84 alone is enough of a view to forget where you've been before.

Dutchess & Putnam counties are great.

Cold Spring is a favorite.
