Russia will not be completely banned from the Rio Olympics. But officials did rule that athletes must appeal to gain eligibility.

Olympics officials have determined that all Russian Olympic athletes should be considered tainted by the country’s state-run doping scheme, announcing on Sunday that they must appeal to individual sports federations to gain eligibility for the coming Rio Games.
The International Olympic Committee said in a statement that “all Russian athletes seeking entry to the Olympic Games Rio 2016 are considered to be affected by a system subverting and manipulating the anti-doping system.”
The officials stopped short of completely barring the entire Russian delegation.
