First off, most of 'law enforcement' are NOT on the federal payroll. As for the military, when you look at uniformed federal troops (not the National Guard), there are more now than almost any time during the Cheney/Bush years. In fact, if you go back 50 years, the peak in federal troops was 1968, the year the Nixon was elected. It's been declining ever since. Even during the Reagan and Bush era's the actual number of 'professional' (i.e. non-national guard) troops was very low compared to the high in 1968. The large amount of military spending during that time was on military hardware and the direct cost of wars and not necessarily personnel or their support.
