many people who initially started their jobs as an appointment are later hired as regular full-time federal employees to fill vacancies which open-up as a result of someone retiring or leaving their jobs for some other reason.

...it's called NEPOTISM

NOUN

1.the practice among those with power or influence of favoring relatives or friends, especially by giving them jobs.

synonyms: favoritism · preferential treatment · the old boy network

...the fact that no other president has ever asked for the power to shitcan these folks is living testimony as to the inbred corruption of the system. It is exactly what Trump is opposed to and one of the things that Bernie Sanders was opposed to. It's about time somebody did it.

What Trump is asking for is that he be allowed to fire a significant number of federal employees who were hired while Obama was president. While it is true that virtually all political appointees are asked to resign when a president leaves office, many people who initially started their jobs as an appointment are later hired as regular full-time federal employees to fill vacancies which open-up as a result of someone retiring or leaving their jobs for some other reason. It's these people that Trump would like the authority to fire at his personal desecration, something that NO president has ever had the power to do in the past.
