Replace the money that was stolen by corrupt politicians of every stripe.
HOW you say?
Simple.
Shut down several of the worthless, expensive, unneeded Federal agencies and put just HALF of those saavings into the fund while using the other half to pay off the national debt.
BALANCE the annual budget AND reduce it by ten percent period. REDUCE employment at all Federal Agencies that still exist after seeing how many can be returned to the State's Authority, where they belong.
