I hate to be the bearer of bad tidings, but if our money collapses, so does our government. How helpful was the government to New Orleans for the three weeks or so after Hurricane Katrina? Now try to imagine a situation like that but encompassing the entire country. It could take years for a new government to get set up, happening first in communities, then states, and lastly in a federal form.
If the dollar fails, the government isn't going to be forcing anyone to do anything for a very long while. At the start of the crisis, the only folks getting help from others will be the ones who DESERVE it - people with strong ties to community or who have a way to pay for the help. They aren't the same as the folks who simply WANT or even NEED help.
Here's the good news. The moral lepers in our society will die off quickly in such an environment. There's nothing like a survived crisis for creating a stronger, more respectful society, where people are productive and care about each other. But first they've got to get through the crisis.
