That's a peculiar ruling. They can count minors and green card holders? How is that consistent with the "one person one vote" principle?

Minors and green card holders are unable to vote.

"One person one vote" is a principle and green card holders and minors are exceptions. This statement better reflects the position, unless you want to promote something which just ain't so.
